Burter is the fastest member of the Ginyu Force. Being nicknamed the 'Blue Hurricane', he often performs combo attacks with Jeice, such as the Purple Comet Hurricane. He is arrogant and boastful, and he tends to talk down to his opponents.
A towering figure, Burter is a hybrid of a reptile and an alien with blue skin, red eyes, and a covering of small spots on his body. He has a light orange plate with a segmented pattern on his head, tubular ears, and no nose. He wears a black variant of the usual uniform most of Frieza's army wears with the logo of the Ginyu Force on his chest plate. Like many other members of Frieza's army, he wears a green scouter.
